A brief Introduction

Administrative Service Center of Qingpu District (short for “the Center” the following) is a functional organization, which authorized by Qingpu’s People Government to enhance economic and social development of the district, providing civil services including ratification and issuing certificates. There are various departments providing services in the center: Those belonging to District Government functional/industrial departments include Audit Committee, Trade and Economics Department, Foreign Trade and Economics Department, Construction Committee, Science and Technology Committee, City Planning Bureau, Estate Management Bureau, Environment Protection Bureau, Police Bureau, Sanitation Bureau, Precaution Office, Water Facility Office, Safety Supervision Office, House Management Bureau, Meteorology Bureau, Statistics Bureau, Financial Bureau, Birth Control Department, Tobacco Distribution Bureau, Culture and Broadcasting Bureau, Information Department, Agriculture Department, Municipal Affairs Bureau, Gymnastic Bureau, and so on. Those belonging to Municipal Government functional/industrial departments include Industrial and Commerce Administration Bureau, Tax Collection Bureau, Medicine Supervision Office, Technology Supervision Bureau, Power Supply Bureau, Telecommunication Bureau, and so on. Those belonging to public agencies include Foreign Investment Service Center, Environmental Assessment and Design Evaluation Company, some accounting firms, banks, commercial centers, and so on. According to the principle of “Transparent, Law-abiding and High-efficient”, the Center carries out the policy of “Handling one project a time, issuing ratification at the same time, setting time limit for completion, setting uniform price for all projects” and as well “Five Rules”, which is, Immediate handling to ordinary businesses, Guaranteed handling to special businesses, Joint handling to significant businesses, Responsible handling to reported businesses and Giving clear replies to controlled businesses. In addition, the Center has set up a Supervision Office in charged by Supervision Bureau of the District and has fixed a mailbox for complaints and opened complaint hotline number. The Center, the so-called “Sunshine Center” of our district will make efforts to provide convenient, standard, excellent and efficient services to people and investors.

Responsibilities of the Center:
1 Organize, coordinate and supervise administrative departments and service units to work and provide services.
2 Issue business licenses and concerned documents, certificates that needs advanced checking and ratification, in line with Regulation on Registration and Ratification of Enterprises in Shanghai.
3 Issue documents and certificates concerned with construction projects that need ratification in the whole process.
4 Issue certificates needed by enterprises in operation and production.
5 Charge fees for service and ratification certificates by administrative or trade organs.
6 Issue certificates needed by ordinary people in daily life and provide concerned advice.
7 Attend to application formalities of using infrastructures like water, electrician, telecommunication and gas supply.
8 Be responsible of consultation about investment and information circulation of investment information.
9 Handle business that needs ratification and consultation by official departments and trade organs in the center.
10 Undertake tasks assigned by District Party Committee and District Government.
