? City Block System

The further optimization of shanghai urban-rural structure pattern and the formation of a rationally distributed city system by seizing the opportunity of the shift of the focus of shanghai urban construction from the downtown area to its suburbs and by acting in line with the requirements for the development of the construction of a modern city. Carry forward its infrastructure construction in an all-round way, perfect its city function, earnestly enhance environmental protection and greening construction, and improve the municipal administration level.

By the end of the 10th Five Year Plan period(2000-2005), both the urban and rural areas of shanghai will see the initial formation of the development layout of “single axis with multiple points” and “two wings functioning together”, which means, the advancement of the urbanization procedure of Xujing and other towns with the “Hu-Qing-Ping” highway line as the axis of development,  and the  realization of the coordinated functioning of both the two wings with the Huaxin area as the east wing of the Qingpu area and the Liantang area as its west wing by the functioning of their respective advantages. Initially form a systematic pattern of 1 Qingpu new urban area, 3 settlements, and 8 ordinary towns.

The construction of the Qingpu new urban area should be scientifically planned and systematically advanced. The first stage of the construction will see the formation of a plot of about 2.1 square kilometers to the south of the Huake highway, the north of the Dianpu River, the east of the outer Qingsong highway, and the west of the Tongsan National Highway. The second stage will see the shift of the river course of the Dianpu River new urban area to the inner part of the new urban area, the erection of the Huaqing Highway Bridge, Pucang Highway Bridge, and Caoyu Highway Bridge, and the completion of the development and construction of the plot of about 1.1 square kilometers to the south of the Dianpu River, the north of the No.318 National Highway, the east of the Qingsong Highway, and the west of the Tongsan National Highway. And the last stage will see the planning and construction of the plot of about 0.4 square kilometers to the south of the Yinggang Highway, the north of the Huake Highway, the east of the outer Qingsong Highway, and the west of the Tongsan National Highway. The end of the the 10th Five Year Plan period (2000-2005) will see the formation of the framework of the 12-square-kilometer Qingpu new urban area.

With the focus on the construction of the settlements and under the principle of “forming its own characteristics with the guidance of the municipal government, the functioning of the market, and the support of the industries”, the construction of the Qingpu new urban area will rely on the industrial support of the Qingpu (municipal) Industrial Zone, regard the new urban area as one of the start-up plots for the feature residential area, and make efforts to combine the modern flavor and the distinctive style and feature of the Qingpu “water village” in the highways, communities, buildings, pipes and lines, and green space of the downtown area of the new urban area. Key projects, like central square, new city passenger transport transfer center, scientific and technological incubation building, disaster forecasting and combating operation center, district procuratorate, Qingpu Police Station, new city shopping center (vegetable market), electric power building, schools, and kindergartens, will be established inside the new urban area. A 20-square-kilometer intelligentized residential area will be set up. The construction of the communities in the west part of Qinghu Highway will be completed. The building and rebuilding of Huaqing Highway, Huapu Highway, Huamin Highway, HualeHighway, Qingdian Highway, Qingfeng Highway, Qinghu Highway, and Qinglong Highway will be accomplished. A school with a nine-year-education and a campus kindergarten will be established respectively. The Sightseeing River Course of the Zhangbang River will be dredged and the pumping station of the river will be built. As for the old area, the implement of the “level to slant” project for the multistoried residential buildings will be accelerated, and the plots to the northeast side of the Peace Bridge Hotel, to the north of the Zhijie Lane, and in the Qingpu bus station will be reconstructed under the principle of  “perfecting the function and ameliorating the environment.

The construction of the settlements focuses on the construction of Zhujiajiao, the ancient town. With the expansion of tourism at its core and the development of the green industry as its basis, the construction area will amount to 8 square kilometers while the number of permanent residents in this area will exceed 50,000. Zhujiajiao will be developed into a municipal campus town with profound cultural accumulations, unique style of architecture, and distinctive features of a “water village”, thus holding a leading position in the development of the Dianshan Lake Ring Tourism Zone.

In the development of the Huaxin Town, the advantages of its transportation will be expanded, the integrative function of its industry improved, and the effect of its education zone strengthened. The construction of the 2 settlement will be promoted by giving play to the advantage of the “doorway of the Shanghai-Hangzhou Expressway of the Liantang Town, developing the former residence of Chen Yun, the Qingpu Revolutionary History Museum, and enhancing the effects of the private economic zone which enriches the people. The construction of the settlements will drive that of the ordinary towns. The implement of the urbanization strategy will be fostered and the urbanization level will be increased by scientific planning and rational distribution and by guiding the farmers to live in towns with the “three concentrations” as the guideline and the industries as the support.

? Infrastructure

The city planning infrastructure of a comprehensive transportation network that connects and serves the whole city and the neighboring Jiangsu and Zhejiang provinces will be formed by focusing on the perfection of the city system function and improving the ecological environment.
1. Transportation network
Highways. A speedy and convenient large transportation network of “6 highways from east to west and 8 highways from south to north” interwoven by national highways, provincial (municipal) highways, and major highways at district level. Realize the objectives of “102030”.

During the 10th Five Year Plan period (2000-2005), the emphasis of the construction of highways will be laid on the construction of the Tongsan National Highway and the Hu-Qing-Ping expressway. The district level highways, namelu , the Zhufeng Highway, the Songjia Highway, and the Qingpu part of the outer Qingsong Highway, will be widened and rebuilt in line with the standards for secondary highway. The town level highways, namely, the Baishi Highway, the Zhukun Highway, the Jinshang Highway, the Shenzhuan Highway, and the Shengli Highway, will be widened and extended according to the standards for secondary highway. The reconstruction of rural highway network should be well controlled. The highways linking towns and villages will be built with white or black surface during the 10th Five Year Plan period (2000-2005). An arterial highway network of “1 ring, 5 from east to west, and 4 from south to north” will be formed in the Qingpu rural area. “1 ring” indicates the assistant highway of the Tongsan National Highway (Huale highway), connecting the Yinggang Highway, the Caoyu Highway and the 308 National Highway. “5 from south to north”” represents the Huaqing Highway, the outer Qingsong Highway, the Pucang Highway, the Qing’an (song) Highway, and the Central City Highway from south to north. “4 from east to west” means the Qingzhao Highway, the Park Highway, the Central City Highway from east to west, and the Qingdian Highway. A 3-kilometer-round-the-river sightseeing belt will be formed around the old city.

Waterways. The Taipu River Liantang Port Supervision station will be established. The Qingpu area Industrial Zone parking station will be set up. The Dongfanghong Bridge will be rebuilt. The plan of the amelioration and protection of the water environment will be implemented in a serious manner. The renovation of small and medium river courses and good management of the dredging and renovation project of the Dianpu River, the Taipu River, the Tianyuanting-Dazheng Port, and the Xietang Qingpu part of the Dianshan Lake will be carried forward according to the requirements of “clean water surface, tidy banks and green landscapes”, thus maintaining the straightway river courses.

The early startup of the metro line from the downtown area to the Qingpu area is witnessing active efforts during the 10th Five Year Plan period (2000-2005).

2. Public undertaking establishment

Water supply. By the end of the 10th Five Year Plan period (2000-2005), the pipes network project for transporting water to the Zhujiajiao Town and other neighboring towns of the new city will be completed, the first phase of the Qingpu No.2water factory project that will supply 100,000 tons of water daily will be achieved, and the chain water supply of the No.2 water factory in certain areas will be realized. A set of town-level water factories and transportation pipeline network will be reconstructed.

Water drainage. The urban water drainage system will be renovated and the urban water drainage and waterlodging drainage services will be perfected. The diffluence of rainwater and sewage water will be realized. The construction of the collection system of the sewage water pipiline network will be accelerated. The second phase of sewage disposal project of the Qingpu No.2 sewage disposal factory that will dispose 45000 tons more of sewage than the original disposal capacity will be completed. The sewage disposal factories in Zhujiajiao Town and Xuting Town will be established. Dispose the sewage of Huaxin Town through pipes or build a new sewage disposal factory. The Xicen Town sewage disposal factory is being planned and will be constructed. The expansion of the disposal capacity of the sewage disposal factories in Shangta towns, the Tunbei industrial zone, and the Futian industrial zone will be carried out.

Natural gas. By the end of the 10th Five Year Plan period (2000-2005), natural gas will be utilized in the whole area. Along with the construction of the settlements, one or two pilot town concentrative gasification stations will be established, thus realizing the supply of fluidified gas through pipelines. Two or three fluidified gas stations for automobiles or natural gas service stations will be set up. The White Crane Gate Station will be well established to complement the national project of transporting the natural gas in the west to the east. The lines of the natural gas pipeline inside the Qingpu area will be marked out as early as possible. Some part of the area will start using natural gas at the end of the 10th Five Year Plan period (2000-2005).

3. Informatization

The manufacture of the information products will be facilitated and the turnover of the information service industry. The service system of information technology will be established along with the construction of the information network by “Expanding advantages, standing out innovations, enlarging scales, and developing the whole”. The information infrastructure construction will be enhanced by achieving the use of the Broadband Networks in at least 10% of the families in Qingpu area, promoting the integration of the information technology with other industries, encouraging and accelerating the informatization of enterprises, and improving the service work of the informatization of enterprises. The municipal government administration, the social public service, and the manufacturing and management of enterprises will gradually be applying digital and network technology, thus speeding informatization.
Information technology will be widely applied in the whole Qingpu area. The popularization and application of computers and network will be increased. The exploitation and utilization of information resources will be strengthened. Three categories of information database will be opened up: one is the interior information database for government authorities and enterprises; another is the commercial information database; still another is the public welfare information database for social services. The already built broadband network will be given full play. Several cyber industrial zones, informatized communities, and cyber enterprises in compliance with the future network economic development trend will be set up.

4. Electric power
During the 10th Five Year Plan period (2000-2005), the construction of the urban and rural electric power network will be facilitated and the renovation of the rural electric power network will be completed. While building new projects, the Qingpu urban area will achieve the infixion of underground power lines. The aerial power distributing net will witness a “hand-in-hand” interleaving. The cables will initially be arranged in rings, increasing the reliability rate of the power supply of the urban area to 99.99%. One 500KV circuit transference substation, two 220KV transformer substations, six 350KV transformer substations, and 144 10KV distribution stations will be set up. The length of the new 110KV power lines will be 10 kilometers and the 35KV power lines 85 kilometers.  The increased major power converter capacity will amount to 211.5MVA. The power network with 912MVA major power supply converter capacity and 520,000KW of electric charge will be formed.

5. Water conversancy
To meet the requirements of providing the major river courses of municipal level and district level with the functions of leading, draining, dredging, and shipping, the river network complement water system will be readjusted and improved and the quality of the water and the standards of recovery will be increased. During the 10th Five Year Plan period (2000-2005), the construction and complement of the diffluence projects of the Lanlu Port, the Red Flag Dike, and the Yuan Shallow Lake will be accomplished. The construction of the Water Spinning Station controlling a large area will be accelerated. The water system pattern will be readjusted, and the realization of the standardization of the flood control and the water lodging elimination and the rational distribution of water resources will be achieved through efforts. The extension project of the Da River and the Lianxi River administered by the district government on the major river courses will be completed. The water conservancy program of the complement project of the agricultural campus areas will also be completed. Tighten the control over the standardized projects, the construction of the modern water conservancy trial spots, and the basic construction of the small-scale farmland water conservancy.

? City administration

“Carry out both construction and administration, while emphasizing on administration.”  Establish and improve a unified, normative and efficient city management mechanism, and intensity the strength of comprehensive administration. By the end of the 10th Five Year Plan period (2000-2005), the legitimatization and modernization of the city administration, and the socialization and systemization of the publicity, and the orderliness and lustration of the city view will be realized through efforts.
   
The planning of the Qingpu area will be further enhanced, and the directive function of the planning in the construction and administration of the city will be intensified. The new round settlements, towns, and nuclear villages after the readjustment will be divided into districts. In the course of the planning and organizing of the construction of the Qingpu new area from a higher starting point, the control over the enforcement and the supervision of the planning should be emphasized to ensure that the construction and administration of the city are enforced under the guidance of the planning.

With the people at its root, serve the residents, share the resources, reside and construct together, unify obligations and rights, administer in an orderly manner, enlarge democracy, the residents administer themselves, and realize the objectives of the construction and development of the communities in a planned and  step-by-step manner. The original town areas before division and readjustment should be conducive to the economic and social development and the working and living of the people. New types of communities should be established by maintaining the stability, ameliorate the environment, and optimize the allocation of resources of the original town areas. The organizations and contingents of the communities at all levels should be established and improved. The autonomous organization and construction of the residents of the communities should be strengthened, the functioning mechanism of the work of the communities should be set up and perfected, and the quality and level of the work of the communities should be increased. The service system and service network of the communities at all levels should be improved. A property management pattern of mutual supervision, mutual restriction, and common improvement will be perfected at all levels of the communities. The functions the “three commissions”, i.e. the proprietor, the residents’ commission, and the property commission, should be brought into play with a view to enabling the management of the property to be specialized, market oriented, and intensive.

Deepen the reform of the managerial system. Introduce the market competition mechanism into the vocations of city planning, gardening, and environment sanitation. Separate administration from enforcement. The all-dimension, all-walk, and big-market administration will be implemented by the government of the Qingpu area.

? Environmental protection

With the establishment of national parks and model rural areas for environmental protection as the objective, and the water environment protection, air treatment, and solid waste disposal as the focus, the greening and environmental construction should be pushed forward, a green environment where there will be a close rapport between humanity and nature will be created, and the strategy of sustainable development will be implanted.

During the 10th Five Year Plan period (2000-2005), the increased area with woods will amount to 60,000 mu, and the number of trees preserved on the four sides will exceed 10,000,000. The emphasis of the construction will be laid of the construction of the HU-Qing-ping Highway, the Tongsan National Highway, the Beiqing Highway, and the Shenzhuan Highway green passage, and the shelter forest on both sides of the river courses of the rivers at the municipal and district levels, namely, the Xidaying Port, Wusong River, and Youdun River. The 1000-square-mu man-made forest in Xicen Town and other towns will be well constructed. The construction of the green wedges in the town area, government organs, enterprises, villages, and courtyards will be facilitated. The construction of the farmland shelter forests and the farmland forest network will be improved. The green areas in the city will increase by 1,400,000 square meters, and the public green space 220,000 square meters. 3000 big trees will be transplanted into the rural area. The average public green space per capita will reach 8 square meters, and the coverage of green space will reach 30% and forests in the rural area. The coverage of forests in the whole area will reach 15%.

By the end of the 10th Five Year Plan period (2000-2005), the water quality of the Dianshan Lake and the water conservancy in the upper part of the Huangpu River will achieve level II of the national ground water standard, and that of the would-be water conservancy in the upper part of the Huangpu River and drinking water of the rural area and all towns will reach level III of the national ground water standard. Major rivers inside the area will reach the level III-IV of the national ground water standard. Other small rivers will reach the level IV-V and meet the requirements of agricultural irrigation water. The situation characteristic of “the lack of good-quality water” will be changed.

By the end of the 10th Five Year Plan period (2000-2005), the annual amount of the industrial solid waste will be controlled under 100,000 tons, the comprehensive utilization rate of the industrial solid waste will reach 97%, and the disposal rate of industrial solid waste will get to 3%. The disposal rate of the domestic waste of the urban and rural areas will be increased (classified garbage collection will gradually carried out in towns, and the rural domestic waste collection system will be established). The new rural area domestic waste disposal fields including the garbage disposal of the neighboring towns will be set up. Another three to five standardized impoldering and burying fields will be set up in the whole area. The substitution of the clean energy resources will be stepped up. The treatment of the emissions of automobiles, motors, and motorcycles will be carried out to ameliorate the quality of air in this area.
